Value is an important component when discussing budget firearms (or expensive ones, for that matter). I’ve looked at a host of “budget” 2011-style pistols. I’d quantify them all with a generic “good” statement. There are things each does well, and others for which obvious sacrifices were made to keep costs down. That can make it hard to decide which one is best for you because it depends on your needs and what you plan to do with the firearm.
