By marrying micro-electronics, tiny control surfaces, and optical guidance, the system lets a marksman designate a moving target and then watch the projectile steer itself onto the mark—even when wind, distance, or shooter error would normally spoil the shot. What began as an effort to give snipers an edge in asymmetric warfare now raises a deeper question for the firearms community: if the projectile itself can compensate for human or environmental variables, does that redefine what “shooter skill” means under the Second Amendment?

For gun owners who prize marksmanship as both a right and a discipline, EXACTO is a double-edged development.
