The Gulf Council finished joint amendments with the South Atlantic Fishery Management Council after 2023 assessments found mutton snapper and yellowtail snapper stocks healthy, backing new catch limits from those results and Scientific and Statistical Committee input along with 15 percent mutton and 17 percent yellowtail annual catch limit shares for the Gulf, which should not close fisheries. It endorsed South Atlantic preferred sector allocations for that area and will transmit recommendations there before Secretary of Commerce review. Established among eight regional councils in 1976, it prepares plans for fishery resources inside the Gulf of America 200-mile zone.
