The ATF’s decision to send Director Rob Cekada, Chief Counsel Robert Leider, and a phalanx of senior officials to The Briefing FFL Compliance Summit in Dallas next September is less olive branch than calculated risk. With 34 pending rule changes already on the table and 70,000-plus licensees staring down the barrel of fresh compliance costs, the agency is betting that face-to-face engagement will blunt accusations of regulatory ambush. Yet the optics cut both ways: an administration that spent the last cycle expanding “engaged in the business” definitions and tightening pistol-brace guidance is now volunteering to explain itself to the very dealers it regulates—an implicit admission that the paperwork blizzard is real and that licensees are organized enough to demand answers in person.

For the 2A community the summit is both opportunity and trap. Early-bird pricing at $399 signals that FFLs are being asked to invest real money to learn how to survive rules that were written without their input; those who skip it risk learning the new landscape only after an inspection letter arrives. At the same time, the presence of the Chief Counsel guarantees that any guidance offered will carry quasi-legal weight, giving attendees a rare chance to lock in interpretations before the next round of enforcement letters drops. The larger implication is unmistakable: the regulatory center of gravity has shifted from Congress to the ATF’s rulemaking docket, and the dealers who treat compliance education as seriously as inventory management will be the ones still standing when the dust settles.
