BENNINGTON — The Vermont Department of Fish & Wildlife held a two-hour hearing at the Elks lodge on Thursday on proposed rule changes governing bear hunting, one of two such statewide meetings on the measure. The first took place August 24 in St. Johnsbury, according to the Bennington Banner.
