Ukraine’s long-stalled push to let civilians legally own and carry handguns is showing signs of life again. On September 1, 2026, the Verkhovna Rada added Bill No. 5708, “On the Right to Civilian Firearms,” to its legislative agenda. That bill already cleared its first reading back on February 23, 2022 — the day before Russia’s full-scale invasion — and a parliamentary committee recommended it for adoption on second reading in November 2023. Being on the agenda doesn’t guarantee a floor vote, but it means the legislation isn’t dead yet.
