Derek LeBlanc, who leads the Oregon Gun Owners Action League, prepared a legislative draft the day after the shooting at Silver Rail Elementary School in Bend. The measure would repeal state gun-free zone rules he says left students unprotected and would lift possible criminal liability for a defender there while granting civil cover to people who intervene. Legislative Council staff are still revising the text, and Oregon lawmakers meet later than most states. LeBlanc also urged ending what he called a war on guns and noted estimates of as many as three million defensive uses yearly, often without firing.
