Rules on pistol braces, forced-reset triggers, and the redefinition of “engaged in the business” were never statutes passed by Congress; they were administrative inventions that turned millions of law-abiding owners into potential felons overnight. Returning those policies to the narrower scope they held just a few years ago isn’t deregulation run amok—it’s a correction of mission creep that had turned a tax-and-trade bureau into a de-facto national gun police.

For the 2A community the shift matters less for what it immediately restores and more for the precedent it sets: an agency that once claimed the power to rewrite definitions by press release is now being told its lane is enforcement, not legislation. That narrows the target set for future administrations and raises the political cost of trying to criminalize common accessories or hobbyist activity through the Federal Register. Gun owners who watched the pistol-brace rule turn an estimated 10–40 million existing configurations into contraband now have tangible proof that sustained pushback—litigation, legislation, and elections—can claw back ground that once looked permanently lost.

The larger implication is that the Overton window on federal firearms regulation has moved. Where the previous norm was “ATF says it, you obey it,” the emerging expectation is that major changes must survive judicial scrutiny and congressional buy-in. That doesn’t end the fight, but it changes the battlefield from one where regulators could move goalposts at will to one where every new restriction has to clear real procedural and constitutional hurdles.
