Representative Tracey Mann of Kansas First District wrote ATF Director Robert Cekada seeking official direction after a federal court permanently blocked certain National Firearms Act registration and marking rules. The Silencer Shop Foundation v. ATF order has been in force more than two weeks, yet neither the Justice Department nor the ATF has told owners, dealers, or agents how the limited injunction will be applied.

Mann asked what steps the bureau has already taken, how Form 4 applications will be processed, which registration duties still apply, how existing and pending files will be handled, what procedures owners and businesses should follow, and when final guidance will be published. Named plaintiffs and their customers are covered; Palmetto State Armory has transferred suppressors using only a Form 4473 and NICS check, but no dealer has done the same for short-barreled rifles or shotguns.
