Natalie Gibson, an Iowa State University student with a state carry permit, sued Ames in state court because Cy-Ride buses ban firearms. She says that ban violates Iowa preemption, which stops cities from regulating lawful carrying and transport of guns. Ames replies that routes enter campus, where the university forbids weapons without an approved application, but Gibson notes Iowa law does not ban firearms on campus roadways and treats permits as valid except where state or federal law says otherwise. The Iowa Firearms Coalition told Ames last year the bus policy broke state law. Voters four years ago made keeping and bearing arms a fundamental right under strict judicial review, so a win might also affect the university policy.
