FPC and NRA with a member filed Maines v. Bethel in the Eastern District of Pennsylvania challenging Pennsylvania's ban on 18-to-20-year-old adults applying for licenses needed for concealed, vehicle, or Philadelphia public carry. Those adults may possess firearms yet face charges; open carry excludes vehicles and Philadelphia streets, and the Gun-Free School Zones Act can criminalize possession within 1,000 feet of schools without a qualifying license. They cite Lara v. Paris, where the Third Circuit held they are among the people protected by the Second Amendment, seeking a declaration of the right to carry outside the home and an injunction.
