On Tuesday CNN NewsNight, Abby Phillip told The Federalist reporter Brianna Lyman that an American killed by another citizen does not differ from one killed by a person in the country without legal permission.

Lyman said the second kind of killing can be stopped. Phillip answered that prevention applies no matter who carries out the act.
