On August 24, Pennsylvania state Representative Christopher Rabb and four other Democrats announced they would introduce the Firearms Dealer Accountability and Modernization Act.

A House memo described stolen and lost illegal guns, more than 3,000 federally licensed dealers in the state, and recoveries that often come from counties around cities. It also compared dealer numbers to Starbucks shops and to ATF special agents nationwide.

The bill would require yearly state police inspections of every licensed dealer plus extra checks on shops identified through sales data, add a state reporting duty for lost or stolen firearms and ammunition, and create two programs to update dealer operations and pay inspectors. Federal rules already require 48-hour stolen-gun reports, secure records, and ATF inspections.
