The Wild Sheep Foundation, based in Bozeman, Montana, restated its backing for state constitutional protections of hunting and fishing as expressions of individual liberty and as central to American conservation. Gray N. Thornton, the group's president and CEO, said the practices are tied to national history, culture, and responsible wildlife care, and the foundation supports states that seek to lock those rights into their constitutions.

Pennsylvania's 1776 charter and Vermont's 1777 charter began that legal tradition, and 24 states now have similar amendments, while Colorado voters will decide Amendment 83 on November 3, 2026.

Founded in 1977, the foundation has directed more than $145 million toward wild sheep and reports bighorn numbers in North America grew from 25,000 in the 1950s-60s to over 85,000, with membership above 11,000.
