House Speaker Mike Johnson said Sunday that Congress would have to enact President Donald Trump’s proposed $5,000 payment to every adult American.

Appearing on CNN’s State of the Union, the Louisiana Republican said the plan still needs its particulars worked out. He tied extra cash for households to voters keeping Republicans in charge of both chambers, citing tax changes since Trump took office while the GOP held the House and Senate.

Johnson said those changes produced what he called the most far-reaching working- and middle-class tax reduction in the country’s history. He said the average Louisiana taxpayer retained more than $2,900 that would otherwise have gone to Washington, that filers gained about $8,000 in extra take-home pay on average, and that 97 percent of tax filers received a cut this year.
