The Trump administration is working on a change that would let married couples receive federal help when one parent stays home to raise children and the family loses income.

The money would come from a Health and Human Services fund created in the 1990s for low-income and working-class parents who need child care in order to work or study. Under a draft rule, stay-at-home parents could draw the usual roughly 9000 dollars per child each year from the 12 billion dollar Child Care and Development Fund, which now covers about 1.3 million children through age 13 and is run by the Administration for Children and Families.

Families nationwide pay more than 13000 dollars per child per year for care on average, according to the Bipartisan Policy Center.
