Mexican federal prosecutors and security forces raided a fuel storage site in Guanajuato on September 17 and took 59 million liters of diesel. Officials described the facility as unauthorized. Security chief Omar Garcia Harfuch told reporters the next day that the operation was a major seizure, that no one was detained on site, and that later arrests of people selling illicit fuel were expected.

Grupo SIMSA, which owns the depot in San Jose Iturbide, said hours later that the site had operated legally for nine years. The firm cited permits from national security, environmental, land-use, and transport agencies at state and federal levels, said it had given those papers to investigators, and noted that the records are searchable in public government databases.
