Representative Greg Casar, a Texas Democrat, spoke Monday on NPR Morning Edition after co-host Leila Fadel asked whether President Trump was mistaken in downplaying artificial intelligence hazards and warning that restraint would cede the lead to China.

Casar said Trump was mistaken and urged worldwide accords that include Beijing to block extremely hazardous systems from arising anywhere, pointing to nuclear limits reached with the Soviet Union during the Cold War. He portrayed the contest as unwinnable because arriving first would prove catastrophic, so the priority must be stopping it to keep people safe.

He added that systems from China presently learn from United States systems, meaning firm American standards plus limits on shipments would retard hazardous work globally, and that the country should stay ahead technically while also guiding talks on the technology.
