The United States, Denmark and Greenland signed an agreement on September 22 granting Washington lasting rights to station forces, enter the island and fly over it. The pact never expires and stays in force even if Greenland later leaves Denmark, unlike the 1951 arrangement that depended on NATO and could lapse.

President Trump had argued the island was needed for security because Chinese and Russian vessels operate nearby. Representative Jim Himes and Senator Ruben Gallego called the effort insane and said it risked conflict with a NATO ally.

Treasury yields reached 5 percent as core capital spending rose more than 10 percent from a year earlier and services activity expanded.
