He said private companies created the technology, so officials lack deep knowledge of new risks that appeared this year, including biological and cyber threats.

Gates rejected the idea that firms can police themselves. He said lawmakers and police must join talks on required protections and oversight, even if that adds modest extra work for the industry without sharply slowing progress. Some voices, he noted, still urge racing ahead without those rules.
